Create big government socialized programs that say

"Don't worry, we'll take care of all of your needs"

People have children and drop them off at socialized public schools to be 'taken care of'.  

It is free and few, if any, choices are required or offered, as per the "we know best' design of big government.

It's all your Fault!

So stop complaining and give government more money to fix your problems

Test scores of kids fall.  It is important that big government not be blamed for this problem. Solution -- quickly point the finger of blame at someone else as fast as you can.  "It is the parents fault that they aren't more involved in raising their kids."

  At school, kids are put into little collectives with the goal of teaching them to work together for a greater collectivist future.  However, children are very opportunistic and pay little attention to the holy grails of marxism they are fed.  Discipline, Ethics, Morals, Reading, Writing and Arithmetic languish as kids focus on socializing with each other.
